1. What is PPWR and when does it apply?

The Packaging and Packaging Waste Regulation (PPWR – Regulation EU 2025/40) introduces harmonized rules for packaging placed on the EU market.

Starting August 12, 2026, companies must ensure that packaging — especially food-contact packaging — complies with substance restrictions such as PFAS thresholds and is supported by complete technical documentation.

Non-compliant packaging cannot legally be placed on the EU market.

2. Who is responsible under PPWR and what is your role?

Under PPWR (Regulation EU 2025/40), responsibility is defined based on your economic operator role in the supply chain.

Your obligations depend on whether you act as:

  • Manufacturer (producing or having packaging manufactured under your name)
  • Importer (placing packaging from outside the EU on the EU market)
  • Distributor
  • Authorized Representative
  • Brand Owner placing packaging on the EU market

Regardless of sourcing structure, the company that places packaging on the EU market under its name or trademark retains legal responsibility for compliance.

3. What are the PFAS requirements under PPWR?

PPWR restricts PFAS in food-contact packaging materials.

Companies must demonstrate that packaging:

  • Does not exceed 25 ppb for individual PFAS
  • Does not exceed 250 ppb for total PFAS
  • Meets additional regulatory thresholds where applicable

Evidence must be supported by structured supplier declarations and technical documentation.

4. Does PPWR apply to all types of packaging?

PPWR applies to packaging placed on the EU market, including:

  • Primary packaging
  • Secondary packaging
  • Tertiary (transport) packaging

Certain substance restrictions (such as PFAS) specifically apply to food-contact packaging.

Applicability must be assessed at the packaging item level — not at company level.
